You can't use Windows Live Messenger directly on Ubuntu as far as I know (it may be possible using wine?).
But if your question is can you connect and chat to your existing msn contacts, then I suggest checking out Gaim (recently renamed to Pidgin, but still as Gaim in the 7.04 repositories). It doesn't have all the functionality of Live Messenger, but basic text chats, file transfers etc work fine. It also has the advantage of being multi-protocol so you can also chat to google talk/yahoo/icq/aim/etc from within the same program.
$ sudo apt-get install gaim
(it may even be installed by default on 7.04)
