need help my msn isn't working!!?

Question

for about a month now my msn hasnt been working when i try to click on to it to open it it comes up with a message saying: this appliacation has failed to start because WINHTTP.dll was not found. i've tried to re-unstall it but that didnt work and i've tried a system restore and that didnt work either
