Of course this is a fake message. No one will ever ask you for your username and password EVER! Services such as Hotmail can simply see in their logging if an account it active or not, they do not need you to verify anything. If this would be true, you would get a pop up when you log into your account for example. You would never get such an e-mail. Also, no self respecting organisation will ever use more than one exclamation mark (!), and behind the word "warning" there are three exclamation marks. And have a look at the sender address, does that even look a bit like it would be real? No. This is such an obvious fake e-mail, that I wonder why you even could believe it would be real. Never, NEVER give you password to anyone, no matter if the e-mail looks legit or not. NO ONE will ever ask you for your password like this NO ONE!

Commonsense should tell you it's a scam. But if you lack those skills, I would 110% say it's a scam to steal from you. No free or paid account ever sends another email asking you for information like that. Try to use your head.

Edit:

A real good example, whether you bank online or not. Do you think your bank would send you an e-mail asking you such questions? Don't you think you would at least go to there site first? And then maybe answer some security questions regarding your account?

Just delete the e-mail. Hotmail knows exactly when the last time you logged in was without asking you. Your password is for your use only. If Hotmail wants to get into your e-mail, they don't need your password to do it.

It's fake. First of all, they would not ask you for your user name & password in a regular email
